The single is identified and dated 1979 in a thread on the title at Roots Archives (roots-archives.com), by italdub:

The song’s name is ‘WICH WAY YOU ARE GOING NATTY’/ ‘DUBWISE DREDDY’ (1979) and it is produced by ROGER LEWIS (from Inner Circle) and Tommy Cowan, the manager of that group and their Top Ranking / Top Ranking Sounds / Top Ranking International and The Sting labels. The result are 8 minutes of ‘pure bonheur!’

On the other hand, RateYourMusic.com credits each volume in the series to “Various Artists,” and provides the following description:

Session artists play and sing the chart hits of the day. Volume 1 was release 1968 and Volume 91 in 1982, with a new album issued every 6/8 weeks. It was claimed the be the best selling and longest running regularly release [sic] series in the world. A Best Of Top Of The Pops album, taking tracks from the released throughout the year would be released for the Christmas market.
